EU SaaS Jurisdiction Database

"EU region available" is not the same as EU data sovereignty. This database tracks what actually decides who can access your data: the operating entity's jurisdiction, the hosting infrastructure, and the resulting CLOUD Act exposure — for 57 developer tools across 7 categories, verified against each vendor's own legal and privacy documents.

How to read this table

  • Legal entity — where the operating company is incorporated. A US entity is subject to the US CLOUD Act regardless of where it hosts.
  • EU residencyGuaranteed means EU-only by design; EU region option means selectable but not default or not complete; No guarantee means data can leave the EEA per the vendor's own policy; Self-host means it lives wherever you deploy it.
  • CLOUD Act exposureDirect: US-incorporated operator. Indirect: non-US operator, but data sits on US-operated infrastructure (AWS, US datacenters). None: EU operator on EU infrastructure, or fully self-hosted.
